Italy banned new ground-mounted PV on agricultural land in 2024, and in July 2026 the Constitutional Court confirmed it isn't coming back. The one route back onto that land is advanced agrivoltaico, and qualifying is the settled part. What kills projects is grid connection and agronomics, and neither one is in the decreto.
